Syrian Refugees Returning to Syria: How Many Have Returned and What They Face

Table Of Contents

Are Syrian refugees returning to Syria? Yes. About 1.8 million Syrian refugees had returned from neighboring countries by 31 August 2026, according to UNHCR’s latest Syria returns update. More than 2 million people displaced inside Syria have also gone back to their home areas since the fall of the Assad government in December 2024.

We are a grassroots association in İzmir, Turkey, and our work with displaced families has spanned more than a decade. Many of the people we know are watching these numbers closely. This guide brings together the latest UN and EU figures in one place: how many people have returned, where from, why, and what they find when they get home.

Key facts at a glance (as of 31 August 2026)

  • 1.8 million refugees returned from neighboring countries since 8 December 2024 (UNHCR)
  • 2+ million internally displaced Syrians returned to their areas of origin (UNHCR)
  • About 40% of refugee returns came from Turkey (Türkiye), the largest single source (EUAA)
  • 15.6 million people inside Syria still need humanitarian assistance (UNHCR, March 2026)
  • About 4.7 million Syrian refugees remain outside the country (Refugees International)

How Many Syrian Refugees Have Returned to Syria?

Around 1.8 million Syrian refugees returned from neighboring countries between 8 December 2024 and 31 August 2026. Returns started slowly, passed one million in autumn 2025, and have continued at a steadier pace in 2026.

In 2025 alone, about 1.4 million refugees went home from neighboring countries, according to the UN’s 2026 humanitarian plan for Syria. The UN’s humanitarian chief, Tom Fletcher, called the wave of returns “a profound sign of hope” in a September 2026 briefing (UNRIC).

Different sources publish slightly different totals because they count different things and use different cut-off dates. UNHCR’s regional figure counts returns from neighboring host countries; national governments often publish their own counts.

Syria Refugee Returns by Country: Where Are People Coming From?

Most returns come from the three countries that host the most Syrians: Turkey, Lebanon and Jordan.

Syrian Refugees Returning from Turkey

Turkey has been the largest source of returns, at about 40% of the total. Even so, around 2.2 million Syrians still live in Turkey under temporary protection, the largest Syrian refugee population anywhere (Refugees International). Many have lived here for more than a decade, and their children have grown up in Turkish schools. For the wider picture, see how many refugees live in Turkey.

Syrians Returning From Germany and Europe

Returns from Europe remain small. The EU asylum agency notes that refugees in Europe generally have better access to services and are less inclined to give them up (EUAA). Germany, home to roughly 900,000 to 1 million Syrian citizens, recorded nearly 3,700 returns under its funded voluntary-return program in 2025 (North Press, citing BAMF).

Germany has also begun reviewing Syrians’ protection status. In the first half of 2026 it reviewed 8,320 cases, and 23.2% ended with protection withdrawn, up from 3.7% in 2025. In the same year, 65,600 Syrians became German citizens (Refugees International).

Where in Syria Are People Going?

Most returnees go back to Damascus, Idlib, Aleppo, Rural Damascus, Homs and Hama (EUAA). Three in four return to the same place they lived before they fled. Women and girls make up slightly more than half of returnees, and children are the largest age group.

Why Are Syrian Refugees Going Home?

In UNHCR’s early-2026 survey of returnees, the top reasons were:

  • Being with family again: 58%
  • Better security: 56%
  • Recovering their home, land or property: 42%

Most families returned on their own rather than through an organized program (78%). Three in four did not visit Syria first, relying instead on news from relatives (EUAA, citing UNHCR). That matters: many people are deciding to rebuild a life in a place they have not seen for years.

What Do Returning Families Face?

Going home is only the first step. The UN says the most urgent needs after return are food, housing and a way to earn a living (HNRP 2026). The World Bank puts the cost of rebuilding Syria at about $216 billion, nearly ten times the country’s 2024 economy.

Housing and Property

More than 1.3 million homes are damaged or destroyed, and rents in Damascus can run $500 to $1,000 a month (Refugees International). Over 7 million people need shelter support. Many families lost the papers that prove they own their home.

Explosive Remnants of War

Unexploded ordnance has killed or injured at least 2,375 people since December 2024, including more than 850 children, according to mine-action groups cited by Refugees International. Most contaminated sites are farmland. Analysts at CSIS found the risk relative to returns is highest in Al-Hasakeh and Ar-Raqqa, Syria’s farming heartland.

Electricity, Water and Health Care

Power and water are rationed in much of the country. Electricity bills of about $50 to $167 a month can approach an average salary, so many households turn to solar panels and batteries. Only 57% of hospitals and 30% of primary health centers are fully operational (Refugees International).

Jobs and Food

Only 18% of Syrians are food secure, and incomes cover about a third of basic household needs. The World Food Programme halved its emergency food aid in Syria in May 2026 because of funding gaps.

School for Returning Children

About 2.45 million children in Syria are out of school, and more than 8,000 schools are not working or are overcrowded. Children who studied in Turkish or German often struggle with the Arabic curriculum and need language and catch-up support (Refugees International).

Is It Safe for Syrians to Return?

There is no single answer for the whole country. Security has improved in many areas since December 2024, but conditions vary by region, and explosive ordnance remains a daily risk, especially on farmland. UNHCR’s guidance is that return is a personal decision that should be voluntary, well informed, and made in safety and dignity. Its “Syria is Home” help pages explain the legal steps, documents, housing, health care and schooling, so families can check conditions before they decide.

What Help is Available to Syrians Who Return?

  • Transport and travel support for vulnerable families, organized by UNHCR with IOM and national authorities.
  • A one-time cash grant of $600 per household for eligible vulnerable returnees (HNRP 2026).
  • Legal help with ID cards, birth and marriage certificates, and property claims through UNHCR’s legal partners.
  • Information and a call center through UNHCR’s Syria is Home platform.

Are Returns Slowing Down?

The total keeps rising, but fewer refugees now plan to go back soon. The share planning to return within 12 months fell from 27% in January 2025 to about 14% in April 2026 (Refugees International). UNHCR still projects 1 million to 1.6 million refugee returns in 2026, depending on stability and economic recovery. Researchers warn that returns last only when families can find housing, work, schools and safety on arrival.

What We See in İzmir

This is why we started Back to Home, our newest programme. It offers vocational training to Syrian women preparing to return: home electrical wiring, solar installation, carpentry and sustainable farming. We have long seen how education helps women rebuild their lives. Their children join language, psychosocial and art-and-wood workshops, so they are ready for a new school and a new start.

The skills are practical on purpose. Where grid power is rationed and expensive, a woman who can install and repair a solar system can power her own home and earn an income from it. That idea grew out of our Solar Age programme, which has offered clean energy training for refugee women since 2018.

How You Can Help

Whether a family stays in Turkey or prepares to go home, the next few years decide how well they rebuild. You can help:

  • Give monthly. Regular gifts give a small organization like ours the stability to keep classes and training running.
  • Volunteer in İzmir. Bring your skills to children’s activities and education.
  • Help from Europe. Fundraise or volunteer from home with Imece Germany or Imece France.
  • Share this guide with anyone who wants the facts in one place.
